Amagasaki Youth Creative Theater of Hyogo Prefecture (nicknamed Piccolo Theater) opened in August 1978 was designed more for performing than for viewing. The theater consists of 3 halls ;  Iarge (400 seats), medium (200 seats), and small (100 seats), plus a rehearsal room, exhibition room, and a reference room storing a rich variety of books on the theater arts. The "Piccolo" serves as a very attractive facility for encouraging the creative activities of the young, including such diverse programs as, play performances to make theater arts easily available to the community, cultural seminars, practical training classes, etc., all sponsored by the theater.

Particular effort is devoted to the operation of the theater arts school for nurturing future　producers and leaders of local cultural activities, also, emphasis is placed on the stage engineering school to provide training in the technical stage arts, i. e., Iighting, and sound.
